In 1964, Blue Cross Of India conceived and implemented the first ever population
management anti-rabies programme for street dogs. It was called ABC (Animal Birth Control) AR (Anti Rabies).
By
repeatedly proving that ABC-AR was the most humane way to manage street animal population and prevent rabies, the Blue Cross Of India was instrumental in stopping street animal killing in 1996
in the city of Madras. Other cities soon followed.
ABC-AR was endorsed by the World Health
Organisation (WHO) in 1990, made a national policy in India in 1997 and finally a legal requirement in India in
2001.
Blue Cross Of India was the first AWO in India to receive the
Guidestar Platinum Rating
in 2013-14 and continues to hold this rating.

Philip Wollen (Order of Australia), a renowned Australian philanthropist, environmentalist, and animal rights activist, has championed kindness and compassion across the globe. A former vice-president of Citibank and general manager at Citicorp, Wollen was recognized among Australia’s top 40 executives early in his career by Australian Business Magazine. However, he left his corporate path to dedicate himself to ethical causes, establishing Winsome Constance Kindness, a global initiative that now operates in over 40 countries, advocating for humane treatment of all beings and environmental stewardship.
In 2020, Mr Wollen graciously accepted our invitation to be the first patron of the Blue Cross of India, an honor that reflects his longstanding support for animal welfare in India.
Through the Winsome Constance Kindness initiative, he annually awards the Kindness Gold Medal and a $20,000 prize to individuals committed to the service of others, with past recipients including influential activists such as Sir David Attenborough, Dr. Jane Goodall, and Dr. Chinny Krishna of the Blue Cross of India. His dedication to promoting kindness has also led him to establish Kindness House, a Melbourne-based incubator supporting activist groups with resources to further their missions. process.
